Diese ÖNORM enthält die Verfahrens- und Vertragsbestimmungen für die Ausführung von Bauleistungen. Im Abschnitt 4 werden als Ergänzung zu ÖNORM A 2050 oder ÖNORM A 2051 Hinweise für die Ausschreibung und für die Erstellung von Angeboten gegeben. Es werden für Ausschreibung und Angebotskalkulation maßgebende und erforderliche Grundlagen angeführt. Der Abschnitt 5 enthält die allgemeinen Vertragsbestimmungen für Bauleistungen, zu welchen auch Leistungen der Haustechnik gehören. Die Bestimmungen dieser ÖNORM sollen zusammen mit den im Vertrag anzuführenden Normen (zB jeweils sachlich zutreffenden Werkvertragsnormen der ÖNORM-Serien B 22xx und H 22xx, ÖNORMEN technischen Inhaltes) die gleich bleibenden Vertragsbestimmungen von Bauverträgen bilden. In der Gesamtheit soll damit eine vollständige Beschreibung und eindeutige Festlegung der vereinbarten Bauleistung erzielt werden. Für Bauleistungen an Straßen, Straßenbrücken und Straßentunneln sowie den damit im Zusammenhang stehenden Landschaftsbau enthält die ÖNORM B 2117 die allgemeinen Vertragsbestimmungen. Die jeweiligen besonderen Bestimmungen des Bauvertrages für den Einzelfall haben die Bauleistungen selbst und die näheren Umstände der Leistungserbringung festzulegen.
