In den bestehenden Regeln der ÖVGW wird der Bau, der Betrieb und die Instandhaltung je Rohrwerkstoff und Anlage in eigenen Regeln behandelt. Die Arbeitsweisen für in Betrieb befindliche Anlagen - speziell für Arbeiten bei Gasaustritt oder bei möglichem Gasaustritt - sind in diesen Regeln nicht eingehend behandelt. Diese Richtlinie wurde vor allem ausgearbeitet um einheitliche Vorgangsweisen für alle Arbeiten, bei denen Gas austritt oder mit Gasaustritt zu rechnen ist, zu beschreiben. Durch die Inkraftsetzung der "Verordnung Explosionsfähige Atmosphären" (VEXAT) werden für Arbeiten in explosionsfähigen Atmosphären oder explosionsgefährdeten Bereichen Explosionsschutzdokumente gefordert. Im Anhang dieser Richtlinie wurde speziell auf diese Forderung eingegangen und Muster ausgearbeitet.
