Diese Grundnorm gilt für Mobilfunk-Basisstationen und stationäre Teilnehmer-Endeinrichtungen von schnurlosen Telekommunikationsanlagen entsprechend der Definition im Abschnitt 4, die im Frequenzbereich 110 MHz bis 40 GHz betrieben werden. Der Zweck dieser Norm ist, für diese Einrichtungen das Verfahren zur Bewertung der Konformitätsabstände (entweder durch direkten Nachweis oder indirekt durch den Nachweis der Einhaltung von Referenzwerten) zu den auf die Sicherheit von Personen in hochfrequenten elektromagnetischen Feldern bezogenen Basisgrenzwerten festzulegen.
