Diese Internationale Norm stellt Anforderungen für die Notsteuerstelle auf, die dazu dient, dass das Wartenpersonal eines Kernkraftwerks den in Betrieb befindlichen Reaktor herunterfahren und in einem sicheren heruntergefahrenen Zustand halten kann, wenn die Kontrolle der Sicherheitsfunktionen aufgrund der Nichtverfügbarkeit der Hauptwarte oder ihrer Einrichtungen nicht mehr von der Hauptwarte aus möglich ist. Durch die Auslegung ist sicherzustellen, dass die Notsteuerstelle gegen Gefährdungen geschützt ist, einschließlich jedweder extremer örtlicher Gefahren, die zur Nichtverfügbarkeit der Hauptwarte führen.
