Sie beschreibt Anforderungen an die Instandhaltung von elektrischen Anlagen und deren Betriebsmitteln in Elektrizitätsversorgungsnetzen sowie die verschiedenen allgemeinen Verfahren. Sie gilt für Betreiber von Elektrizitätsversorgungsnetzen insbesondere der öffentlichen Elektrizitätsversorgung; ausgenommen sind zurzeit: Bahnnetze, Einrichtungen in Letztverbraucheranlagen und Anlagen zur Einspeisung von elektrischer Energie.
