Dieser Teil von IEC 61850 legt ein Dateiformat zur Beschreibung von kommunikationsbezogenen IED-Konfigurationen (Intelligent Electronic Device) und IED-Parametern, Kommunikationssystemkonfigurationen, Switch-Yard (Funktion) -Strukturen und deren Beziehungen fest. Der Hauptzweck dieses Formats ist der Austausch von IED-Fähigkeitsbeschreibungen und SA-Systembeschreibungen zwischen IED-Engineering-Tools und den System-Engineering-Tools verschiedener Hersteller in einer kompatiblen Weise. Die definierte Sprache wird System Configuration Description Language (SCL) genannt.
