Diese Europäische Norm besteht aus 40 Kompetenzen, wie sie am Arbeitsplatz der Informations- und Kommunikationstechnologie (IKT) zum Einsatz kommen. Dazu nutzt sie eine gemeinsame Sprache für Kompetenzen, Fähigkeiten und Wissen, die europaweit verständlich ist. Als erste bereichsspezifische Umsetzung des Europäischen Qualifikationsrahmens (EQR, en: European Qualifications Framework (EQF)), setzt diese Europäische Norm ihre Leistungsniveaus zu den EQR-Lernniveaus in Beziehung. Dieses Dokument basiert auf einem CEN Workshop Agreement (CWA), in dem der europäische e-Kompetenz-Rahmen (e-CF, en: e-Competence Framework) in der Version 3.0 veröffentlicht wurde.
