Diese Europäische Norm legt ein Kommunikationsprotokoll für vernetzte Steuerungssysteme fest. Das Protokoll bietet Peer-to-Peer-Kommunikation für die vernetzte Steuerung mit Web-Services. Die Norm beschreibt die Dienste in Schicht 2 und Schicht 3. Die Spezifikation der Schicht 2 (Data Link Layer) beschreibt auch die MAC-Sub-Layer-Schnittstelle zur physikalischen Schicht. Die physikalische Schicht bietet eine Auswahl an Übertragungsmedien. Die Schicht 3 (Netzwerkschicht), wie in EN 14908-1 beschrieben, ist in UDP / IP-Kommunikation mit IPv4- und IPv6-Protokollen integriert.
