Das Dokument legt Regeln für den Aufbau, die Abfassung und die Gestaltung von Dokumenten fest, die als nationale, Europäische oder Internationale Normen oder Spezifikationen vorgesehen sind. Diese Regeln beabsichtigen, sicherzustellen, dass solche Dokumente unabhängig von ihrem Sachinhalt möglichst einheitlich aufgebaut werden. Es werden Gestaltungshinweise gegeben, aber nicht für Typographie und Layout. Mit dieser Änderung werden neue europäische Festlegungen zur Übernahme internationaler und nationaler Dokumente auf europäischer Ebene sowie zur Konformitätsbewertung eingeführt. Des Weiteren werden Änderungen in nationalen Anhang vorgestellt.
