Diese Europäische Norm legt die Anforderungen an die Beleuchtung von Arbeitstätten/Arbeitsplätzen im Freien fest, die den Erfordernissen im Hinblick auf Sehkomfort und Sehleistung entsprechen. Alle üblichen Sehaufgaben sind berücksichtigt. Diese Norm legt keine Anforderungen an die Beleuchtung von Arbeitsstätten im Hinblick auf den betrieblichen Arbeitsschutz fest und wurde nicht im Anwendungsbereich von Artikel 137 der Europäischen Verträge erarbeitet, obwohl die lichttechnischen Anforderungen, die in dieser Norm enthalten sind, üblicherweise auch die Anforderungen im Hinblick auf Sicherheit erfüllen. Die Norm legt weder spezielle Lösungen fest, noch schränkt sie die Freiheit des Planers ein, neue Techniken zu erkunden oder innovative Techniken einzusetzen.
