This Technical Specification is applicable to all operators, service companies and drilling contractors working on wells and well operations. The purpose of this Technical Specification is to help members of the oil and gas industry to implement their own competency management system (CMS). This Technical Specification supports the industry to comply with the requirements for information, instruction, training and supervision found specifically in health and safety regulations. The general principles can be applied to any safety critical operation within the industry. This Technical Specification identifies not only critical competencies for well personnel, but also provides examples of competence profiles for positions responsible for well integrity. These examples identify the minimum elements which would be required in any good assessment scheme. This Technical Specification also includes an example worksheet to perform a competency assessment; to help record the assessment versus a defined competency profile including not only the assessment results, but also the resulting action plan to address any gaps identified.
