Diese OVE-Richtlinie gibt Hilfestellung bei der Erstellung eines EMV-, Potentialausgleichs-, Erdungs-, Blitzschutz- und Überspannungsschutz-Konzeptes, das als Grundlage für die Planung, Errichtung und das Betreiben der baulichen Maßnahmen sowie der technischen Ausrüstung von Gebäuden erforderlich ist, um den Schutz von Personen und die Betriebssicherheit von Geräten sicher zu stellen. Die Richtlinie bietet einen Überblick über die in zutreffenden Normen und technischen Regeln (siehe Literaturverzeichnis) festgelegten Anforderungen. Für Umbauten/Erweiterungen in bestehenden Gebäuden gelten diese Anforderungen sinngemäß.
