In der gegenständlichen Fassung der OIB-Richtlinie 6 "Energieeinsparung und Wärmeschutz" werden die ersten beiden Stufen des oben angeführten Nationalen Plans umgesetzt, der auf Basis des Nachweises der Kostenoptimalität erstellt wurde. Diese beiden Stufen stellen Zwischenziele für die Verbesserung der Gesamtenergieeffizienz neuer Gebäude dar. In Umsetzung der Richtlinie 2010/31/EU wird darüber hinaus festgelegt, dass ab 31. Dezember 2020 alle neuen Gebäude Niedrigstenergiegebäude sein müssen.
